1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 08/23/23 at 9:00 AM, Licensing Program Analysts (LPAs), Harsimran Kaur and Mel Matos, met with Zengqiang Wang, Applicant representative, for a prelicensing inspection. LPAs toured the facility both inside and out as well as measured the indoor and outdoor space. A fire clearance for preschool children was received prior to today's inspection. Indoor measurements: Room E101: (9.917 x 14.000) + (21.750 x 15.250) + (23.500 x 15.500) =834.775 minus 35.560 (encumbered space) = 799.215 Room E102: (10.500 x 24.833)+(22.333 x 21.500)+(11 x 7.500) = 823.405 minus 29.875 encumbered space = 793.530 Room E103 (9.583 x 8.250)+(24.583 x 22.583)+(28.167 x 10)=915.886 minus 97.044 (encumbered space)=818.842 Room E104 (14 x 17.417)+(34.417 x 22.667) = 1023.968 minus 135.204 (encumbered space) = 888.764 Room E105 (24.917 x 13.750)+(34 x 20.833)= 1050.93 minus 123.006 (encumbered space) = 927.924 *TOTAL INDOOR SPACE: 4,228.275 sq. ft. divided by 35 = 120 children.* LPA informed administrator that the indoor space has space for 120 children, facility has requested 120.

There are 8 sinks and 8 toilet available for the preschool children. Warm and cold water is available in the children's sinks. There is a separate staff bathroom that will be used by a sick child. The sick child will be isolated in the office and isolation equipment was discussed with administrator. LPAs observed no fireplaces or wall heaters at the facility. The center will be administering medication and the medication lock box is located in the office. First aid supplies are stored in each room and the office, are adequate, and are inaccessible to children. Carbon monoxide detectors are operable.

There are 120 cubbies, monoxide 15 tables, 120 chairs, and 120 cots. Drinking water is available indoors and out via water fountains and refillable water bottles. All rooms have appropriate lighting and ventilation (central heating and air conditioning). First aid supplies are stored in each room placed on the top shelf of the cabinet inaccessible to children. The Facility will provide snacks only. Parents are responsible for providing lunches or purchasing lunches from a third party vendor. There is a microwave, oven range, dishwasher, and a refrigerator in the kitchen area of the Facility. Cleaning supplies are stored separate from food supplies and inaccessible to children.

Outdoor measurements:

PLAYGROUND 1 (59.500 x 19.000) + (63.667 x 29.000)= 2976.843 minus 241.788 encumbered space = 2735.065
PLAYGROUND 2 (13.000 x 9.000) + ( 82.667 x 22.083= 1942.53

TOTAL PRESCHOOL OUTDOOR SPACE: 4,677.595 sq. ft. divided by 75 = 62 children.

The playground is surrounded by appropriate fencing on all sides. Shade is provided by canopies and building overhang. There is a working telephone number for the center which is 408-348-9618. LPAs did not observe any bodies of water. No transportation is provided by the school.

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
