On December 10, 2025, Licensing Program Analyst (LPA) Darnella Barnes arrived at the facility to conduct an unannounced complaint investigation. The purpose of the visit was explained to Director Selena Altman, who granted LPA access to the facility. Present during the visit were the Director Selena Altman, Owner Mercedes Barrenechea, the Owner’s husband Osvaldo Lopez, five staff members, five infants, five toddlers, and six preschoolers.LPA toured the inside and outside areas of the facility. There were two allegations reported for investigation.

The first alleged that staff did not ensure that the classroom temperature was comfortable for infants in care. During the visit, LPA entered the infant room and observed that the temperature read 72 degrees, which felt warm and comfortable at the time of the inspection and the temperature of 72 degrees falls within licensing regulations. LPA did not observe any signs that the room was too hot or too cold for the infants.

Based on the observations and information gathered during the investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

The second alleged that staff were operating out of ratio. It was specifically reported that, on one occasion, 2-year-olds and 3-year-olds were mixed on the playground and that on that same occasion there were 14 children on the preschool side with only one teacher present. During the visit, LPA observed staff interactions and classroom groupings in all rooms and on the playground. Two-year-olds and 3-year-olds were observed together in some areas. Staff confirmed that mixing these age groups is permitted, as both age groups are considered preschoolers, and that staffing ratios were maintained according to licensing requirements. At the time of the inspection, staff-to-child ratios met licensing requirements in each classroom and on the playground. Based on LPA’s observations and the information gathered, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiency issued during today's inspection.

A notice of site visit was given and must remain posted for 30 days. Appeals rights provided.
