On 2/23/2024 Licensing Program Analysts (LPAs) Harsimran Kaur and Janette Cruz met with Applicant representatives, Stefanie Alamo, Kylee Nguyen and Antonio Labrador. The purpose of the visit was an announced pre-licensing inspection at the facility. There are 123 children present during today's inspection. This is an application for change of ownership. Applicants requested three components: infants (ages 2 months - 24 months, preschool (2-5 years) and school age (entry to TK -12 years), total capacity requested is 213. The child care center will operate Monday–Friday 8am-5:30pm. The fire clearance was approved on December 20, 2023. .

LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 9 classrooms.

Infant Classroom measurements are:

The Indoor total measurements contain a total of {2810.04} square feet, which will accommodate Applicant’s request for 80 infants.

Preschool Classroom measurements are:

The Indoor total measurements contain a total of {3853.34} square feet, which will accommodate Applicant’s request for 109 preschool children.

School Age Classroom measurements are:

The Indoor total measurements contain a total of {874.58} square feet, which will accommodate Applicant’s request for 24 school age children.

Infant Outdoor Play measurements are:

Outdoor total measurements contain a total of {3267.20} square feet, which will not accommodate Applicant’s request for 43 infants.

Preschool Outdoor Play measurements are:

Outdoor total measurements contain a total of {24520.98} square feet, which will accommodate Applicant’s request for 109 preschool children.

School Age Outdoor Play measurements are:

Facility has four infants rooms. LPAs observed diaper changing tables in all infants that is within arm's reach of a portable sink. First aid supplies, medication, and cleaning products are stored in the upper cabinets in the infant room. Portable sinks will only be used by staff after changing children's diapers. LPAs observed containers with tight-fitting lids for the disposal of solid waste and diapers. LPAs observed fully charged fire extinguisher, smoke and carbon monoxide detectors at the facility. There are 35 chairs, 7 tables, 8 sinks and 4 changing tables, 64 cubbies available for infants.

There are four preschool classrooms at the facility. All preschool classrooms are observed to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at 68 degrees at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPAs advised to fix broken wood panels or replace the play yard structure located in Preschool yard 2. There are 114 chairs, 20 tables, 8 sinks, 112 cubbies, 11 toilets, and 4 urinals available for preschool children.

Facility has one school age classroom. LPAs observed that items that may pose a danger to children were stored inaccessible to children. There is a staff bathroom located at the reception area. LPAs observed separate bathrooms for school age boys and girls. School age boys bathroom has a portable sink for hand-washing. There are 19 chairs, 2 sofas, 10 tables, 3 sinks (1 portable) and 4 toilets, available for school age children.



Outdoor area for infants, preschoolers and school age children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Outdoor activity space is physically separate from space for child care center components. Shade was provided by trees and canopies. The areas around and under high climbing equipment, swings, slides equipment had cushioned with material that absorbs falls. Facility has multiple sand boxes. Director was advised sandboxes shall be inspected daily and kept free of hazardous foreign materials. The playground is enclosed by a fence to protect children and to keep them in the outdoor activity area. LPAs observed no bodies of water. The fence is at least four feet high. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.

The Applicants shall take measures to keep the center free of flies, other insects, and rodents. All containers used for storage of solid wastes, including moveable bins, shall have a tight fitting cover that is kept on. LPAs observed no fireplace or open face heaters. Lunch is prepared and brought from home, children will bring their own water bottles. Drinking water is readily available for the children in the facility via water dispensers.

Storage areas for poisons shall be locked. LPAs advised that Applicant maintains the following first-aid supplies in a location accessible to staff but inaccessible to children: current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution.

Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPAs also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPAs reviewed with the Applicants LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed before a licensure will be considered.
1. Proof of repair on broken wood panels of play yard structure located in Preschool yard 2.
2. Approval of waiver for outdoor space use for infant component.
3. Final review of application packet.

An exit interview was conducted with the above items discussed. This report was provided to Stefanie Alamo, Kylee Nguyen and Antonio Labrador, Applicant Representatives. Final license determination will be made upon review by the Licensing Program Manager.
