On 05/15/2026, Licensing Program Analyst (LPA) Deanna Villagrana met with owner Miao Li for an announced complaint visit to deliver findings. LPA explained the nature of the visit. LPA observed three infants and one teacher in the Bright Beginnings room, eight toddlers and two teachers in the Little Explorers room, eight preschool children with two teachers and one aide in the Discoveryville room and five preschool children with one teacher in the Natureville room.

Based on observation, interviews conducted and pertinent documentation, although the allegation of staff did not provide adequate supervision to children in care resulting in day care child biting another day care child. may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is Unsubstantiated.

The licensee shall provide care and supervision as necessary to meet the children's needs.
This requirement was not met as evidenced by LPA observed Teacher (S1) in the children's bathroom helping children wash their hands and Teacher's aide (S2) squatting down, engaging with children lined up by the classroom door with her back turned to a child on the carpet behind her and two children playing with a diaper bin.
