On 07/07/2026, Licensing Program Analyst (LPA) Deanna Villagrana met with teacher S1 for an unannounced complaint visit. LPA explained the nature of the visit. Acting Director Eunjin Jeun arrived during the visit. LPA observe six preschool children and two teachers in the Exploratorium room, nine preschool children and one teacher in the Natureville room, two infants and one teacher in the Bright Beginnings room and 10 toddlers with one teacher and two aides in the Little Explorer room.

Based on observation, pertinent documentation, record review and interviews, which was conducted, the preponderance of evidence standard has been met, therefore the above allegation was found to be SUBSTANTIATED. California Code of Regulations (CCR) is being cited on the attached LIC9099D. LPA received two statements from assistant director and one teacher (S2) stating (S3) enngaged in a verbal altercation with S2 and S4 on the toddler playground in front of children on 05/04/2026. The altercation included inappropriate comments about staffs relationship with the parents. A termination letter was also received stating S3 engaged in unprofessional and inappropriate behavior during a workplace incident in the presence of children and staff, which did not align with expected professional standards.
