On 03/02/2026, Licensing Program Analyst (LPA), Deanna Villagrana, met with assistant director to deliver findings for above allegation. LPA explained the nature of today's visit to her. Owner Miao Li and Director Hong Ni arrived shortly after.

Based on observation, record review and interviews, which was conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Health and Safety Code 1596.80, are being cited on attached LIC9099D. LPA observed facility is not providing the quantity necessary meeting the needs of the children. The facility did not provide fruit during lunch time in the month of February. On 02/02/2026 and 02/12/2026, the facility did not provide a fruit and/or vegetable as required. Owner Miao Li stated this month (March) is the first month they will begin to provide fruit.

The following type B deficiency was cited on the attached page (809-D). Licensee was informed that failure to correct the deficiency by the specified Plan of Correction (POC) Due Date may result in assessment of civil penalties in the amount of $100 per day per violation until the correction is made.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

This requirement was not met as evidenced by LPA observed facility is not providing the quantity necessary meeting the needs of the children. The facility did not provide fruit during lunch time in the month of February. On 02/02/2026 and 02/12/2026, the facility did not provide a fruit and/or vegetable as required. This poses a potential risk Health, Safety Personal Rights risk to children in care.
