On 01/24/2025 at 12:55pm Licensing Program Analyst (LPA), Farida Raja, conducted an unannounced complaint investigation to deliver complaint findings. LPA met with Director, Chin-Lan 'Jina' Wang and informed her of the purpose of the visit.

The Department received a complaint alleging that staff handled children in a rough manner and staff used unusual form of punishment with children in care. During today's inspection, LPA toured the facility and observed ratios.

During the course of this investigation, LPA toured the classrooms, interviewed director, staff, children and parents and reviewed relevant records.

Based on interviews conducted, staff have been observed to shake children and tap them on their forehead when not listening. Staff have been observed to take away children’s snack, food or chair if they are not listening and cause the children to be upset. Staff have been observed to take away child’s bedding, throw it aside and have them stand up as a form of punishment when not napping. Staff have been observed to inform children that they will not be picked up by parents as a form of punishment.

The Department found that the preponderance of evidence standard has been met based on the evidence gathered and therefore the above allegations are found to be SUBSTANTIATED. The Department also received similar allegations against staff on 06/12/2024 and 09/10/2024.

Two TYPE A deficiencies are cited today as a result of the complaint investigation. Appeal Rights were provided to Director.

LPA Raja informed Director, Chin-Lan Wang that this report dated 01/24/2025 documents two (2) Type A citations which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care.

Also, LPA Raja informed the Director to provide a copy of this licensing report dated 01/24/2025 that documents Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview was conducted and report and plans of corrections were reviewed with Director, Chin-Lan Wang and Licensee, Li-Fan Mock.
