Licensing Program Analysts (LPAs) Marilou Monico and Jovani Dhillon met with Site Director/Applicant Representative, Miao Li, Account Manager/Consultant, Carolynn Myers, and Director of Operations, Jamie Brown, for the purpose of conducting a Prelicensing Inspection. Fire clearance was approved on March 28, 2023.

The Preschool and Toddler Option Programs will be operating Monday through Friday from 7:00 AM to 6:00 PM, serving children 18 months to 36 months in the toddler option and ages 2 years old to 6 years old in the preschool. LPAs toured the facility during today's inspection as well measured the space available for the children.

The following are indoor measurements and information:
Building 110
Preschool - 1: 29.833 x 25.083 748.301 minus 89.613 (encumbered space) = 658.688
Preschool - 2: 15.333 x 12.583 = 192.935
Preschool - 3: 32.833 x 15.333 = 503.428 minus 132.206 (encumbered space) = 371.222
Preschool - 4: 27.167 x 25.083 = 681.429 minus 13.181 (encumbered space) = 668.248
TOTAL PRESCHOOL INDOOR SPACE = 1,891.093 sq. ft. divided by 35 = 54 children

Building 111
Toddler Room: 25.167 x 26.333 = 662.722 minus 20.847 (encumbered space) = 641.875
TOTAL TODDLER OPTION INDOOR SPACE = 641.875 sq. ft. divided by 35 = 18 children

The Preschool Program has four sinks (60) and five toilets (75) available for the preschool children. There are two sinks (30) and two toilets (30) for the children in the Toddler Option Program. Only cold water is available in the children's sinks. There is a staff bathroom located adjacent to the reception area. Sick children will be isolated in the reception area and isolation equipment will be provided. Sick children will use the staff bathroom if needed and will be accompanied by a staff member. The children and staff bathrooms are clean, sanitary, and operable.

LPAs observed containers with tight-fitting lids for the disposal of solid waste. First aid supplies are stored in each room and in the kitchen inaccessible to children. Cleaning supplies are stored in a locked cabinet in Preschool -1 and Preschool - 4. LPAs observed smoke and carbon monoxide detectors at the facility. The facility has central heating and air conditioning. Medications will be stored in the upper cabinet in Preschool - 1 and Preschool - 4.

Site Director understands that the facility must be kept free of flies, other insects & rodents. LPAs observed that all furniture and equipment indoors are in good condition and safe for the children. Drinking water will be readily available for the children indoors via water dispenser and individual water bottles. The facility will be providing breakfast and snacks and will be prepared in the kitchen located in Building 111 adjacent to the Toddler Room. The kitchen is equipped with a sink that has hot and cold running water, oven, stove, microwave, refrigerator, and dishwasher. The kitchen has plenty of storage spaces. Disposable dishes and utensils will be utilized by the facility. Children's lunch will be catered to the center from Taste Nutrition Services.

There are 10 tables, 48 chairs, 48 cubbies, 24 hooks, and 48 mats available for the preschool children. There are 18 mats, 4 tables, 20 chairs, and 20 cubbies for the children in the toddler option program. LPAs observed adequate supplies, toys, and play equipment for the children.

The following are outdoor measurements and information:
Toddler Playground (Playground 1): 60.000 x 15.083 = 904.98 minus 52.5 (encumbered space) = 852.48
TOTAL TODDLER OPTION OUTDOOR SPACE = 852.48 sq. ft. divided 75 sq. ft. = 11 children

Preschool Playground (Playground 2): 78.000 x 35.167 = 2,743.026 minus 373.403 (encumbered space) = 2,369.623
TOTAL PRESCHOOL OUTDOOR SPACE = 2,369.623 sq. ft. divided 75 sq. ft. = 31 children

LPAs observed that the Preschool and Toddler Playgrounds are surrounded by appropriate fencing and the outdoor surfaces are safe. The Toddler Playground is a covered outdoor area in between Building 110 and 111. Shades in the Preschool Playground are provided by building overhang and sunshade sail. Drinking water outdoor is via individual water bottles. LPAs observed synthetic grass as resilient material under and around the slides structure in the Preschool Playground. No bodies of water were observed.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS was submitted to the Department. Site Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs reviewed with Site Director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. The following documents were submitted during the inspection:

1) Waiver requests along with staggered schedules for the playground space in both the preschool and toddler option programs.

Exit interview conducted and report was reviewed with Miao Li, Site Director, and Carolynn Myers, Account Manager/Consultant. LPAs advised Miao and Carolynn that a license for 48 preschoolers and 18 children in the Toddler Option Program will be submitted to Licensing Management for the final stage of approval.
