Personal Rights - Staff hit a daycare child while in care

On 06/05/2025 at 1:20 PM, Licensing Program Analyst (LPA) Kate Huang conducted an unannounced complaint visit to deliver the investigation findings regarding the above allegation. LPA met with the licensee, Yuxin Liu, and explained the purpose of the visit.

During the course of the entire investigation, LPA observed children/teacher interaction, reviewed children’s records, including incident reports, and conducted interviews with the licensee, staff, parents, and children.

The Department received a report alleging that child (C1) was hit by a staff on the back of C1’s head. Interviews revealed that no other staff witnessed this incident. Parents who were interviewed reported no concerns with the daycare’s staff. No additional details were provided by reporting party (RP).

Based on the interviews conducted and evidence gathered, it has been determined that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiencies were cited as a result of this investigation. Exit interview was conducted, where the report was reviewed and discussed with licensee Yunxin Liu in Mandarin. A NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.

On 06/05/2025 at 1:20 PM, Licensing Program Analyst (LPA) Kate Huang conducted an unannounced complaint visit to deliver the investigation findings regarding the above allegations. LPA met with the licensee, Yuxin Liu, and explained the purpose of the visit.

During the course of the entire investigation, LPA observed children/teacher interaction, reviewed children’s records, including incident reports, obtained police report, and conducted interviews with the licensee, staff, parents, and children.

Based on interview with licensee, Yuxin Liu, she is aware of the allegation that child (C1) was hit by staff because a police officer had interviewed her about it. Licensee did not report the suspected abuse to the Department.

Based on the available evidence, the prepordance of evidence standard has been met and therefore the above allegation is Substantiated. Exit interview was conducted, where the report was reviewed and discussed with Licensee Yuxin Liu in Mandarin. A notice of site visit has been issued and must remain posted for 30 days.
