On 03/27/2025 at 12:00 PM, Licensing Program Analyst (LPA) Kate Huang conducted an unannounced complaint visit to deliver investigation findings regarding the above allegation. LPA met with the licensee, Yonghui Hu, and explained the purpose of the visit.

During today's inspection, LPA toured the facility, both indoors and outdoors, and observed the child-to-staff ratios. A total of 9 children (2 infants and 7 preschool-age) and 3 staff members (the Licensee and two assistants) were present. Prior to this inspection, on 01/31/2025, LPA did not observe any violations of the child-to-staff ratio during an unannounced initial complaint investigation at the facility. On that date, LPA observed 8 children (3 infants and 5 preschool-age) and 2 staff members. LPA interviewed staff and reviewed the children’s roster during both inspections. Both the provider and the assistant stated that they never operated the facility out of ratio.

Additionally, on 03/13/2025 and 03/14/2025, LPA contacted parents by phone and conducted interviews. The parents of five children were interviewed, including two parents of children who had left the facility. All of them expressed no concerns regarding the licensee’s daycare ratios. They all described the licensee as a good provider who treats the children well.

Based on interviews and evidence gathered, it is concluded that, while the allegation listed above may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur. The allegation is therefore UNSUBSTANTIATED.

No deficiencies were cited. Exit interview was conducted, where the report was reviewed and discussed with licensee Yonghui Hu in Mandarin. A NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.
