On 11/05/2024 at 2:45pm Licensing Program Analysts (LPAs), Farida Raja and Linke 'Kate' Huang conduced an unannounced case management-deficiencies inspection. LPAs met with Licensee, Yonghui Hu and informed her of the purpose of today's inspection.

During today's inspection, LPAs observed 7 children and 2 staff. LPAs conducted a fcility walk through and observed that excluded individual is no longer residing at the facility. LPAs observed that the children's gate in the outdoor area is sturdy and has been reinforced. LPAs observed 15 minute nap checks completed for two infants in care during today's inspection. LPA observed that the cabinets in the bathroom have been child locked to prevent access to children and the wallpaper in the on limits Sun Room has been covered so that it is inaccessible to children in care.

Through observations and interviews, LPAs observed that Licensee has obtained the parents signed Acknowledgment of Receipt of Licensing Reports (LIC 9224) form but did not provide parent's with a copy of the report with the Type A citation dated 10/07/2024. Licensee stated that she informed the parents that the report has been posted but LPAs did not observe the posted inspection report dated 10/07/2024.

One Type B deficiency was cited as a result of today's inspection. Appeal rights were printed and provided to Licensee.

Exit interview conducted and report was reviewed with Llicensee, Yonghui Hu. Today's inspection report was translated by LPA Huang to the Licensee in Mandarin.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.

A licensed child day care facility shall provide to the parents or guardians of each child receiving services in the facility copies of any licensing report that documents any Type A citation that represents an immediate risk to the health, safety, or personal rights of children in care as set forth in paragraph (1) of subdivision (a) of Section 1596.893b. This requirement is not met as evidenced by:

Licensee to submit proof that aunthorized representaives of all enrolled children were provided with a copy of the Case Management Report (5 pages) dated 10/07/2024 with the Type A violation. Licensee to submit a plan of correction as to how she wil review the regulations and prevent this in the future.
