Licensing Program Analyst (LPA), Shine Yu, conducted an unannounced complaint investigation of the above allegation. LPA was met with licensee, Yaping Bai.

It was alleged that licensee operates over capacity.

During LPA's 07/21/2025 unannounced inspection, LPA observed 2 staff and 12 preschool children at childcare home (including 3 children under 2 years old). During the investigation period, LPA observed parents brought their preschool children (the 13th preschool child) to home front door. The licensee also stated in April she had 13 children (including 4 infants) for 2 days. The licensee stated sometimes children would travel out of town with their parents, hence there would be few spots left available. She opened the spots to other parents who wanted enroll child to the childcare home. She did not mean to be over the capacity intentionally.

During LPA's 08/15/2025 unannounced inspection, LPA observed 2 staff and 12 preschool children at childcare home which comply the large family child care home staffing ratio and capacity regulaiton.

Throughout the investigation process, it was found the allegation is SUBSTANTIATED; based on interviews, observations, and information gathered by LPA. A finding that is SUBSTANTIATED means the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

As a result, one type B deficiency was cited on the following page and copy of Appeal Rights was given.

Exit interview conducted in Mandarin with Licensee, Yaping Bai. A notice of site visit was issued and must remain posted for 30 days.

This requirement was not met as evidenced by:

Based on LPA observations, reocrds review and interviews, that licensee stated she had 13 children (including 4 infants) in April. The licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care.
