On May 22, 2026, Licensing Program Analysts (LPAs) Kate Huang and Farida Raja conducted an unannounced case management – licensee-initiated inspection. LPAs met with and were greeted by Margarita Saucedo, Director of Program Development, and explained the reason for the inspection. The purpose of this inspection was to review the center’s request for an increase in capacity from 158 to 205 children, consisting of 45 infants (0–24 months) in Rooms 4, 6, and 10; 64 toddlers (18–36 months) in Rooms 5, 7, 11, and 12; and 96 preschool children (2–5 years) in Rooms 8, 9, 13, and 14. The facility is adding three new classrooms, including Room 10 for infants, and Rooms 11 and 12 for toddler care. The facility is also adding a new toddler playground (Yard #3) and converting the currently licensed toddler yard (Yard #2) to an infant yard. The facility received fire safety inspection approval from the San Jose Fire Department for the change in capacity on 04/17/2026. LPAs toured all the classrooms and measured the new additional classrooms and new outdoor areas of the Facility during today's inspection. LPAs observed that the teacher/child ratio was in compliance during today's visit.

Preschool Classrooms measurements are as follows:


As measured by LPAs Harsimran Kaur and Mandeep Kaur on 09/03/2025, the Indoor total measurements contain a total of {3525.17} square feet, which will accommodate Licensee's request for 96 preschool children.

Preschool Outdoor Play measurements are as follows:
As measured by LPAs Harsimran Kaur and Mandeep Kaur on 09/03/2025, the outdoor total measurements contain a total of {6616.46} square feet, which will not accommodate Licensee's request for 96 preschool children. Existing waiver is on file.

Toddler classroom measurements are as follows:
Based on LPAs measurements taken today for rooms 11 and 12, along with the measurements conducted by LPAs Harsimran Kaur and Mandeep Kaur for rooms 5 and 7 on 09/03/2025, the indoor area totals 3383.51 square feet, which will accommodate the Licensee’s request for 64 toddlers.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Toddler Outdoor Play measurements are as follows:
Based on LPAs measurements taken today for yard 3, the outdoor play area totals 7977.62 square feet, which will accommodate the Licensee’s request for 64 toddlers.

Infant classroom measurements are as follows:
Based on LPAs measurements taken today for room 10, along with the measurements conducted by LPAs Harsimran Kaur and Mandeep Kaur for rooms 4 and 6 on 09/03/2025, the indoor area totals 2000.74 square feet, which will accommodate the licensee' request for 45 infants.

Infant Outdoor Play measurements are as follows:
Based on measurements conducted by LPAs Harsimran Kaur and Mandeep Kaur on 09/03/2025, the infant outdoor area totals 2579.11 square feet, which will not accommodate the licensee's request for 45 infants. Since there is not adequate space for the infant capacity of 45 children as the outdoor area measures only for 34 children, an outdoor waiver will need to be submitted.

LPAs observed all classrooms were clean, safe, sanitary and in good condition. A comfortable temperature for children was maintained during the visit. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, were free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPAs observed infant changing table within arms reach to the sink. LPAs observed containers with tight-fitting lids for the disposal of solid wastes. There is no body of water observed in the outdoor areas.

For the new toddler playground (Yard #3), there are currently no play equipment, toys, or shade structures in place. However, the Director of Program Development stated that the playground equipment from Kidango Arbuckle (Facility #434417196), which will be closing soon, will be relocated to this yard. She also provided photographs showing that new canopies have already been purchased and are being stored indoors.

The facility is also adding a new bathroom for toddler use. This will provide a total of two bathrooms available for toddlers. LPAs observed that each bathroom contains two sinks and two toilets, and one of the bathrooms also includes two potty chairs. However, LPAs observed that sinks in the new toddler bathroom are not operational. The Director of Program Development also stated that each infant room contains one potty chair and additional will be added as needed.

Three new classrooms measured (Rooms 10, 11 and 12) were observed to have 15 feeding chairs, 4 cribs, 49 chairs, 12 tables, 48 cubbies, 48 cots and 3 changing tables.

The facility has central heating/air conditioning and appropriate lighting in classroom. First aid supplies are stored in the upper cabinet. Cleaning solutions, disinfectants, and similar items are stored in the upper cabinet.

There is adequate equipment, supplies and toys for children. Drinking water is available to children via individual bottle and water filter system in the classroom. LPAs observed functioning smoke/carbon monoxide detectors in classroom. Sick children are isolated in a room located near the front desk and close to the Director’s office, which includes a bathroom for sick child use.

All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children. Breakfast, lunch and afternoon snacks is prepared off site at Kidango Corporate facility in Fremont and is delivered to the facility daily.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

The Director of Program Development said that they will conduct the lead test for the new classrooms within 180 days of receiving the new license.

Director of Program Development was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with Director of Program Development and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of Program Development of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During today’s inspection, LPAs informed the Director of Program Development that the following items must be submitted to the Department prior to licensure:
  1. Approval of the waiver for 45 children to use the infant outdoor area, which currently accommodates only 34 children.
  2. A video demonstrating that the sinks in the new toddler bathroom are operational.

An exit interview was conducted with Margarita Saucedo, Director of Program Development. No deficiencies were cited during today’s inspection. Appeal Rights were provided. A Notice of Visit was issued and must be posted in a visible location.
