On 9/10/2026, Licensing Program Analysts (LPAs) Andy Yang and Tra Dinh conducted an unannounced complaint investigation. LPA met with Director, Dianna Leon, and discussed the complaint allegation with them, and to deliver the findings. Present for today’s investigation were Director, Regional Director, (44) staff, and (112) children. LPAs toured the indoor areas of the facility with Director.

LPA conducted interviews with the Director and staff. LPA gathered and reviewed documents received.

Allegation stated that Staff did not meet daycare child's diapering needs. It was reported that on 9/01/2026 when Child C1 was picked up during pick up time and their diaper was wet, and had not appeared that it had been checked. Through review of diaper changing chart on 9/01/2026, there were no indication that C1's diaper had been checked during the time C1 was at school.

Based on LPA’s observation and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED California Code of Regulations, 101229(a). No deficiency issued and a Technical Violation issued during today's investigation. Please see attached advisory note pages for information on technical violations issued today. Note that technical violations are not citations but are advisory notes.


A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Dianna Leon.
