25 | Licensing Program Analyst (LPA) Deanna Villagrana met with applicant Jorge Torres Villalpando to conduct an announced pre-licensing inspection to the home today. The adults that reside in the home are the Applicant alone.
Days and hours of operation will be Monday - Friday from 7:00 AM to 6:00 PM. Applicant has completed his Preventative Health and Safety Child Care Training on 02/09/2024 and a copy of the certification is on file. Applicant's CPR and First Aid certifications are current and expire on 01/2026 and completed Mandated Reporter training on 01/11/2024. Applicant rents the home and the Owner/Landlord Notification form (LIC 9151) is in file. LPA reminded the Applicant that he cannot care for more than six children unless she obtains the Owner/Landlord consent for day care. Applicant does not have liability insurance and will issue affidavit regarding liability insurance for FCCH.
LPA toured the indoor and outdoor areas during today's visit. There are no stairs or fireplace in the home. Off limit areas inside the home: master bedroom/bath, two bedrooms, two hallway closets and attached garage that is accessible through off limits bedroom and right side of the home. LPA observed a fully charged 3A40BC fire extinguisher, working smoke and carbon monoxide detector, fenced backyard, and no bodies of water. Off limit areas outdoor: right side yard that is fenced off to children and locked storage. Applicant states that there are no weapons or animals in the home. Cleaning Products, toxic agents, medications, and sharp objects were inaccessible to children. LPA reminded Applicant that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes.
A review of staff records on 04/03/2024 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Jorge Torres Villalpando was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. |
