32 | Based on all available evidence, it was determined that nine children were enrolled at the facility prior to LPA’s visit on 06/19/2025. However, there is not a preponderance of evidence to establish that all nine children were present on the same day.
The reporting party (RP) alleged that the facility is unclean, resulting in children in care getting sick frequently. Based on LPA's observations during three separate visits, the facility appeared clean. The licensee and staff stated that they clean the facility daily. Parents who were interviewed stated they have no concerns about the facility’s cleanliness or their children being sick more frequently than usual.
Regarding the RP’s allegation that the licensee refused to allow parents to enter and inspect the facility during normal operating hours or while their child was receiving care, six parents interviewed stated that they had neither entered nor requested to enter the facility. One parent stated that they were allowed entry upon request.
Based on interviews and evidence gathered, it is concluded that, while the allegations listed above may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. These allegations are therefore UNSUBSTANTIATED.
No deficiencies were cited. Exit interview was conducted, where the report was reviewed and discussed with licensee Zhang, Jiaojiao in Mandarin. A NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.
