Licensing Program Analysts (LPAs) Jennifer "Jen" Beehler and Samantha Yip conducted an announced pre-licensing inspection. LPAs met with Applicant FNU Rashmi and explained the reason for the inspection. The purpose of this inspection is Applicant is applying for a small Family Child Care Home (FCCH). Present during today's inspection was the Applicant.

There are required postings, such as notification of parent's rights. The hours of operation are Monday through Friday 9AM to 5:30PM. Applicant will be using her cell phone. Applicant understands that if she does not obtain daycare insurance that parents need to sign the Affidavit Regarding Liability Insurance.

LPAs toured the inside and outside of the home with Applicant. The off-limit areas inside are all the living space including kitchen, living room, dining room, along with all the closets in the hallway, and the bathroom next to the playroom, which has been locked off. There is also a second floor that is completely off limits that can only be accessed off the dining room. There is a fireplace and stairs, but they are located in the "off limits" areas. Disinfectant, cleaning supplies, and other items that could pose a risk to children were inaccessible. There are toys and equipment for children. There were no baby walkers observed during today's inspection.

There is a carbon monoxide detector in working order. The smoke detector did not have working batteries and the fire extinguisher could not be verified as being a year old or less. Applicant advised she would replace the batteries for the smoke detector and provide the receipt for the extinguisher to verify the age. Applicant will email LPA Beehler with proof which will include a video of the smoke detector working and a picture of it in the proper place and a picture of the receipt for the fire extinguisher showing date of purchase. Applicant stated that there are no weapons, such as firearms, stored on the premise. Applicant plans on using one of the two rooms to isolate sick children. LPAs observed the bathroom is in good working order and clean.

The front yard will be used and is partially fenced. Applicant advised that she would supervise the kids at all times. The neighbor's yard which was partially open to the applicant's yard was under construction. Applicant advised the construction should be done in one week, but she would not allow the children outside until it was complete. The off-limits area outside is the entire backyard. There were no bodies of water observed during today's inspection, however there was a fountain that was not hooked up and dry in the backyard off limits area.

LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPAs also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs discussed with Applicant that the mattress needs to be firm. Covered with a tight fitted sheet and that nothing else can be inside the crib during sleep time.

Applicant will be providing snacks for the kids. She will provide 2% milk for the children. Fresh fruits, vegetables and grains. LPAs observed the fridge was clean, food was not expired. She understands that all containers brought from home need to have the child's name on it. Applicant does not plan on transporting children, but understands that children cannot be left alone and unattended in parked vehicles. LPAs discussed not leaving children in car seats when sleeping after travel. The form of discipline Applicant plans on using is talking to the children. Applicant understands that children's personal rights cannot be violated, such as corporal punishment.

The adults living in the home are Applicant and her spouse. Applicant also has one minor child. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

On this date, 07/31/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

The Applicant provided proof of control of property.

Licensee understands that she cannot be absent more than 20 percent of her daycare hours each day.

LPAs reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPAs received an updated 200A, LIC 999A and financial statement was obtained during today's inspection.

Exit interview conducted and report was reviewed with the applicant, FNU Rashmi. Applicant was informed that upon review and approval of Licensing Program Manager a license for a small FCCH will be granted and issued upon completion of the following:

-Proof of the smoke detector in working order.
-Fire Extinguisher receipt
-Larger gate for entry area
