25 | Licensing Program Analyst (LPA) Kate Huang conducted an announced Pre-licensing inspection today and met with applicant, Fu, Duxiang. Applicant, applicant's spouse and one grandson were present. Applicant stated she is the only adult residing at the facility from Monday to Friday. Hours of operation will be Monday to Friday, 8:00 AM to 6:30 PM. LPA noted that applicant previously operated a family child care home (facility number: 434416293) for over 4 years, therefore she is legible for applying a large family childcare home.
The Applicant completed the Preventative Health and Safety Child Care training on 07/31/2025. Pediatric CPR and First Aid training expires in June 2027. A copy of current TB test, flu, MMR, and Tdap vaccinations for the Applicant are on file. Mandated Reporter Training for Child Care Providers expires on 09/09/2027. The Applicant does not have liability insurance at this time but plans to have liability insurance before children are enrolled. Applicant was reminded that parents need to sign the Affidavit Regarding Liability Insurance for Family Child Care Home (LIC 282) until she obtains insurance coverage.
LPA toured the inside and outside of the home with Applicant. Applicant resides in a single story single family home. On limit areas include Living Room and 1 bathroom. Off limit areas include Bedroom, Kitchen, attached Garage. LPA observed gas shut off, water shut off and electric shut off areas. Applicant has submitted the facility sketch with all the required information. LPA observed a fully charged fire extinguisher (2A10BC) as well as working smoke and carbon monoxide detectors.
Applicant has play area for the children in the part of the backyard of the home and LPA observed barricaded gate around the play area. The home has heating. There is sufficient toys, supplies, and equipment for the day care children indoor and outdoor areas. All toys are age appropriate.
However, LPA observed that the outdoor fence is broken and needs to be addressed. The outdoor area is placed with a lot of potentially hazardous wooden blocks and other trash outside of the children's play area which is enclosed by barricaded gate. Applicant promised she would address the broken fence and clean the wooden debris and other trash soon.
Applicant was reminded that Cleaning Products, toxic agents, medications, and sharp objects should be inaccessible to children. LPA reminded Applicant that smoking, baby walkers, Jumpers, bouncers and similar items are not allowed in Family Child Care Homes.
