25 | Licensing Program Analyst (LPA) Kate Huang conducted an announced Pre-licensing inspection today and met with applicant, Geng Brennan, Xiaohong. Applicant stated that she and her husband are the adults residing at the facility. Hours of operation will be Monday to Friday, from 08:30 AM to 06:00 PM.
The Applicant completed the Preventative Health and Safety Child Care training on 05/12/2023. Pediatric CPR and First Aid training expires on 11/11/2027. A copy of current TB test, flu, MMR and Tdap vaccinations for the Applicant are on file. Mandated Reporter Training Certificate was conducted on 07/14/2025. The Applicant does not have liability insurance at this time but considers to have liability insurance before children are enrolled. Applicant was reminded that parents need to sign the Affidavit Regarding Liability Insurance for Family Child Care Home (LIC 282) until she obtains insurance coverage.
LPA toured the inside and outside of the home with Applicant. Applicant resides in a one-story single family home. On limit areas include one living room, one dinning room, one reading room, one bedroom, and one bathroom. Off limit areas include garage, two bedrooms and one bathroom. LPA observed gas shut off, water shut off and electric shut off areas. Applicant has submitted the facility sketch with all the required information. LPA observed a fully charged 2A40BC fire extinguisher, and a working smoke and carbon monoxide detector.
However, LPA observed remodeling materials and equipment positioned in the backyard without a fence separating them from the children's play area. LPA advised applicant to remove these materials and equipment to the off-limit area or install fence to separate them from the children's play area.
LPA also observed that the fireplace in the on-limit living room was not fully screened to prevent children’s access.
Applicant has play area for the children in the part of the backyard of the home. The home is clean, orderly, including cooling, heating and air conditioning, for safety & comfort. There is sufficient toys, supplies, and equipment for the day care children indoor and outdoor areas. All toys are age appropriate.
Applicant understands that children's personal rights should not be violated, including no corporal punishment. isolation of sick children, supervision of children, capacity options, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute were also discussed. LPA informed Applicant that fire/disaster drills must be practiced at least once every 6 months and documented.
