On 07/09/2026 at 12:00pm, Licensing Program Analyst (LPA) Christina Uribe conducted an unannounced Complaint Investigation Visit for the above allegation of a lack of supervision violation. LPA met with director, Yuen Kei "Nicole" Tsui. Also present at the time of today's visit is 3 staff and 25 children in 3 classrooms.

This agency has investigated the complaint allegation that staff are not providing adequate supervsion to children in care. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

Notice of Site Visit was given and must be posted for 30 days. Exit interview conducted and report was reviewed with the director, Yuen Kei "Nicole" Tsui.

On 07/09/2026 at 12:00pm, Licensing Program Analyst (LPA) Christina Uribe conducted an unannounced Complaint Investigation Visit for the above allegation of a qualifications violation. LPA met with site director, Yuen Kei "Nicole" Tsui. Also present at the time of today's visit is 3 staff and 25 children in 3 classrooms.

During the course of the investigation, LPA Uribe conducted interviews, made observations, and obtained relevant documents. Based on evidence received which was reviewed, the preponderance of evidence standard has been met, therefore the above allegation that a unqualified staff supervise children along without the direct supervision of a fully qualified teacher is SUBSTANTIATED. California Code of Regulations, Title 22, Div. 12, Ch. 1, Article 06, Section 101216.2(e) - Teacher Aide Qualifications & Duties is being cited as a Type B Violation on the attached LIC 9099D.

Report was reviewed and a notice of site visit was given and must remain posted for 30 days. Appeal rights were given. Exit interview was conducted with site director, Yuen Kei "Nicole" Tsui.

One staff member was considered a fully qualified teacher and was supervising children alone. LPA Uribe reviewed qualifications and found that this staff member's foreign transcripts were translated but not officially evaluated. This staff cannot be considered a fully qualified teacher.
