Licensing Program Analysts (LPAs), Darnella Barnes and Marilou Monico, met with Site Supervisor, Claudia (Gaby) Solano, and Coordinator, Vanessa Garcia, for an unannounced Annual Random Inspection. LPAs was granted access to the facility by Claudia (Gaby) and toured both indoors and outdoors during the inspection. Upon arrival, there were 39 preschool-age children (4 children in room 1, 14 children in room 2, 21 children in room 3) and 9 staff members present, which is compliant with the facility license capacity and ratio requirements. LPAs observed all required postings near the entrance to the facility and the hours of operation are Monday – Friday, 8:15AM-4:45PM for Rooms #1 and #2 and 9:00AM-12:00 noon for Room #3 (state preschool program).

LPAs reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today’s inspection. The last fire/disaster drill was conducted on 12/13/2024, which is compliant with the six-month requirement for facilities. LPAs observed a fully charged 3A40BC fire extinguisher (2 in Room #1, 1 in Room #2, 3 in Room #3, and 1 in the Kitchen), functioning smoke detectors and carbon monoxide detectors. Claudia (Gaby) states that she currently has children in care who require Incidental Medical Services and administers medication at this time. LPAs observed that all medication is properly stored out of reach of children with the proper documentation. There are no weapons or firearms on the premises. Cleaning products, disinfectants, sharp objects were stored in accessible to children.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.For IMS information see PIN 22-02-CCP. Fingerprint clearances for individuals working at the facility are issued by the State Department of Education and/or County Office of Education and do not come under the jurisdiction of Community Care Licensing Division.

Claudia (Gaby) understands that she shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPAs reminded Claudia (Gaby) that there shall be at least one person with valid CPR and First-Aid certifications on site at all times and observed that all staff files reviewed today had current certifications.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for
lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-
CCP).

LPAs verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP.

Claudia (Gaby) was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Indoor areas of the facility were inspected by the LPAs today and observed to be clean, orderly, and safe for the day care children. During today's inspection, LPAs observed children in Rooms #1, #2, #3 engaged in completing projects on the table. There are sufficient age-appropriate materials, toys, and play equipment in the facility. Drinking water is readily available for children in the facility via drinking fountains. Staff and children’s bathrooms are clean, sanitary, and operable. Coordinator stated that a child will be isolated from the other children in an area in the classroom away from the other kids and will use the staff restroom if necessary due to illness or communicable disease until a parent/guardian is able to pick them up. There is a working telephone in the facility 831-728-6280.


The outdoor areas of the facility were inspected and observed to be fenced in. There is a playground structure and swings, bikes outside for children to play with. There are functioning sinks and a drinking fountain located outside for hand washing and drinking water. The large slide on the playground is currently inaccessible to children as it needs repair due to a crack on it. LPAs observed that the slide is barricaded off and children are unable to use it. Claudia (Gaby) states a repair order has been submitted. All play equipment is in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by building overhang and large trees around the play structures.

Food is provided through the Pajaro Valley Unified School District Food Program and is stored, prepared, and served in a safe and healthful manner to the children. The facility offers a full day program in Rooms #1 & #2 and half day programs in Room #3. Breakfast, lunch, and supper (PM snack) are provided to children in Rooms #1 & #2 and breakfast/lunch is served to children in Room #3. A menu is in writing and posted at least one week in advance, accessible to authorized representatives. The kitchen and storage area is clean and free of litter and trash.

Ten (10) children’s files were reviewed during today’s inspection and all required documents were present. Nine (9) staff files were reviewed, and all required documents were present. The Site Supervisor has current First-Aid/CPR and Mandated Reporter training. LPAs reminded Claudia (Gaby) that the Mandated Reporter Training and CPR/First-Aid training must be renewed by staff every 2 years.
