Licensing Program Analyst (LPA), Cortney Nelson, met with the Education Manager, Lorena Gonzalez, and Site Supervisor, Cecilia Esquival, to follow-up on incident that was self reported to the Department on 5/9/2024. LPA met with Lorena and Cecilia at the Encompass Head Start administrative offices (225 Westridge Drive, Watsonville).

An internal investigation was conducted by Site Supervisor, Estella Rodriguez, regarding alleged incident that a staff member (S1) observed another staff member (S2) use inappropriate discipline with a child in care. Interviews were conducted with individuals familiar with S2's classroom behaviors and no staff interviewed expressed concerns regarding S2's behaviors working with children. Based on the evidence obtained, the facility has determined that the investigation is inconclusive as there was not enough evidence to suggest that the alleged incident did or did not occur.

Lorena states that S2 will continue to work with Encompass Head Start and in the fall all staff members will take training on behavior management, redirection, and guidance for children with challenging behaviors. Lorena further states that increased monitoring will be conducted at the facility, including weekly unannounced visits by Estella.

As a result of today's inspection, no deficiencies were cited.

Exit interview conducted and the report was reviewed with the Education Manager, Lorena Gonzalez, and Site Supervisor, Cecilia Esquival.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST BE POSTED FOR 30 DAYS.
