Regarding the second allegation that staff are limiting food to children in care, the investigation revealed that if children wanted to eat more, they were provided with additional food. Children were encouraged to eat items that they did not want to eat. However, no children were forced to eat food if they did not want to eat. Each child were fed equal shares of each food item. Through interviews and observation, there was no indication of staff limiting food to children.
The third allegation reported that staff mishandles day-care children. Based on interviews and observations, there was no indication of staff mishandling children in care. Staff stated that they do not force a child to wear a jacket if the child does not want to wear it when transition to outside play time based on the weather. Staff have stated that they have not observed another staff forcing a child to wear their jacket. Director stated due to the age of children in the 2 year old classroom, staff will assist a child to wear their jacket. Based on procedures that if a child continues to refuse to wear a jacket based on weather conditions, staff will contact the parents of their child not wanting to wear a jacket. Due to inconsistent statements from the interviews, it was revealed that a staff had forced a child to wear a jacket and although a child would cry, it was not an indication that staff were mishandling children in care.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.
