Licensing Program Analysts (LPAs), Cortney Nelson and Farida Raja, met with Licensee, Judy Valerio, for an unannounced Required- 1 Year Inspection. LPAs were granted access to the home by assistant, Rosa, and toured both indoors and outdoors during the inspection. Upon arrival, there were nine (9) children (6 preschool-age/3 infants) and two (2) additional school age children arrived during the inspection, for a total of eleven (11) children, the Licensee, and Assistant present, which is compliant with the home license capacity and ratio requirements. LPAs observed all required postings near the entrance to the home and the hours of operation are Monday – Friday, 6:00AM-6:00PM.

The Licensee states that adults, over the age of 18, residing in the home are: herself, her daughter (Rosa), her son (Alexis), her son-in-law (Jesse) and a tenant (Jose). All adults residing in the home have Criminal Background Check Clearance and proof of negative tuberculosis (TB) test.

The Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs reviewed facility roster (LIC9040) and fire/disaster drill log and observed the last drill was conducted 2/21/2023, which is compliant with the six-month requirement for homes. LPA observed a fully charged 3A40BC fire extinguisher (last serviced: 2/2023), functioning smoke detector and carbon monoxide detector. The Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. There are no weapons or firearms in the home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Family Child Care Homes, Section 102417. Indoor areas of the home were inspected by the LPAs and observed to be clean, orderly, and safe for the day care children. Off-limits inside the home: three (3) bedrooms, kitchen, storage room, and one (1) bathroom. There are no open-faced heaters in the home. The Licensee states that she works with Community Bridges food program and serves the children lunch, PM snack and dinner. LPAs observed a baby bouncer and advised that they are not allowed in day care homes. LPAs additionally advised that food compost bins are stored out of reach of children or with lid to prevent access by children. The bathroom in the home is clean, sanitary, and operable. There is a working telephone in the home.

The backyard area of the home was inspected and observed to be fenced in. The Licensee states that due to rainy weather conditions, the outside area has not been used by children. LPAs advised that photos of the backyard are submitted prior to children's reuse of the area to ensure safe playing conditions. Off-limits outside of home: two storage units, renter unit, detached garage, laundry room, and all areas outside of the fenced area for children. No outdoor bodies of water were observed.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

Five (5) children, the Licensee, and Home Resident files were reviewed and all required documents were present. LPAs reminded the Licensee that nap check documentation should be completed until infants turn two years of age. The Licensee has current CPR/First-Aid that expires 1/21/2025 and Mandated Reporter Training that expires on 3/22/2024. LPAs reminded that training must be renewed every 2 years.

Exit interview conducted and report was reviewed with the Licensee, Judy Valerio.

As a result of todays inspection, deficiencies were cited, see 809-D.

The Licensee removed the baby bouncer from the on-limits area of the home during today's inspection. LPAs advised that it should not be accessible to children in care. The Licensee states that it can be converted into a table and will be used that way moving forward.
