25 | On 09/26/24 at 9:13 AM, Licensing Program Analyst (LPA) Teodoro Trujillo met with licensee Lidia Rodriguez, for an annual inspection. Present with licensee were assistant and licensee minor grandchild with 5 children: four (4) preschool age, one (1) infant, 4 additional preschool age arrived during visit. Adults living in the home are licensee, her spouse, adult daughter and her 13-year-old minor grandchild. Days and hours of operation are Monday through Friday 06:00 AM to 06:00 PM.
A listing of staff criminal record clearances associated to this facility in the CCL Licensing Information System (LIS) on 09/23/24 was reviewed and it indicates that all Facility staff or other individuals who require caregiver background clearances have received criminal record and child abuse index clearances or exemptions. Licensee Lidia Rodriguez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA inspected inside and outside of single-story home. Licensee owns the home and Licensee states she has liability insurance for a family childcare home (FCCH). LPA observed a 3A40BC fire extinguisher last serviced on 2/3/2024. Carbon Monoxide and smoke detectors are operable. LPA observed no wall heaters. LPA observed a barricaded fireplaces in the home. Licensee stated there are no firearms/weapons in the home. Sharp objects, medicines, poisons, and cleaning supplies are inaccessible to the children. Backyard is on a sloped yard and fenced. LPA observed an attached converted porch as a day care room, Licensee states she did not apply for city permits for the addition. Off limits indoor: master bedroom, master bathroom, two bedrooms, and the attached garage. Off Limit outdoor: gated left and right side of house. Licensee states there are two pets in the home.
Children were supervised during the visit and LPA went over substitute options and reminded licensee they could only have 14 children according to her license. Licensee stated she does not transport children, LPA reminded Licensee that children are never to be left in parked vehicles and must use appropriate car seats according to the child's age/weight/size.
