On 6/11/2026, Licensing Program Analyst (LPA) Andy Yang conducted an unannounced complaint investigation. LPA met with Licensee, Irene Bonilla to deliver the complaint allegations listed above. Present for today’s investigation were Licensee, (3) staff, (1) adults, and (10) children. LPA toured the indoor areas of the facility.

LPA conducted interviews with the Licensee, staff, parents, and children. LPA reviewed records received.

First allegation stated that Licensee allows day care children access to the off limit areas. Based on interviews and fire clearance that was granted on 9/08/2009 indicates the kitchen and garage (classroom) as on limit. As a result of the investigation, there were no indications that children were allowed in off limit areas of the day care home.

Second allegation stated that provider used inappropriate forms of punishment. RP stated that C1 was placed in the kitchen due to time out as a form of punishment. Based on the results of the interviews with Licensee, staff, parents and children, there was no indication of children being placed on time out or isolated due to forms of punishment.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.


No deficiency issued for this allegation. Appeal Rights provided.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Licensee, Ireme Bonilla.
