NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA), Cortney Nelson, met with the Licensee, Hortencia Anaya, to conduct a pre-licensing inspection for change of location for a family child care home (FCCH). Upon arrival, LPA was admitted into the home by Hortencia and toured inside and outside of the home. Hortencia states she will enroll children ages 0-12 years of age and the hours of operation for the FCCH will be Monday-Friday, 6:00AM-5:00PM. A fire clearance was approved for the FCCH by Watsonville Fire Department on 4/30/2024. The FCCH is equipped with a fully charged 3A40BC fire extinguisher (last serviced: 2/2024), functioning smoke detector and carbon monoxide detector. Hortencia states that cleaning supplies will be stored in a cabinet in the kitchen, inaccessible to children. Hotencia states that she has liability insurance for the FCCH. There are no children enrolled currently that require medication or Incidental Medical Services (IMS), however Hortencia states that she would admit children with those medical needs. Medication would additionally be stored in the cabinet in the kitchen or, if refrigeration is needed, in a locked box in the refrigerator if present in the FCCH. LPA advised that time sensitive medication, such as EpiPens or Inhalers, shall not be locked for ease of access in case of emergency. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Hortencia states that her FCCH will provide all food to the children, through Community Bridges Food Program, and will serve breakfast, lunch, and AM/PM snack. Water will be provided to the children via filtered water from the sink or refrigerator and water bottles labeled with the children's names.

Hortencia states that she will be the only adult, over the age of 18, residing in the home. Her mother (Maria) and her sister (Lizet) will additionally be assisting in the FCCH. There are no minor children living in the home. LPA reminded that any adults who live in the FCCH shall obtain criminal record clearance and obtain proof of negative tuberculosis (TB) test.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Indoor areas of the home were inspected by the LPA today and observed to be clean, orderly, and safe for day care children. The living room #2 area is set-up for day care children and was observed to be equipped with blocks, dolls, dress up clothes, and shelves/tables. There are individual cubby spaces for children's personal items. Hortencia states that room #2 will be used for the infants/toddlers in care. There is a working phone (cellphone) inside of the FCCH. Hortencia states that there are no weapons in the home. Off-limits inside of the home include: attached garage, dining room, kitchen, living room, laundry room, master bedroom and master bathroom. Hortencia states that nap cots, cribs, and other play equipment will be brought to the FCCH once her old license has been closed. LPA advised submitting photos of room #2 once fully equipped and napping materials once they are brought to the FCCH.

The bathroom for day care children is clean, sanitary, and operable. There is a door that connects to the off-limits area of the home that Hortencia states will remain locked during day care hours. The bathroom is additionally equipped with a trash bin with a tight-fitting lid, two sinks, and a functioning toilet.

The backyard area of the home was inspected and observed to be fenced in. Hortencia states that the outdoor space will have a sandbox area and gardening area installed soon. Play equipment is to be added, including bikes, balls, water tables, balance beam, and other toys for children's use. LPA advised that because the surface of the outdoor area is concrete, to ensure that foam or other fall absorbing materials are added under play equipment as needed. Shade will additionally be added to the outdoor space. Off-limits outside of the home include detached shed. Parents will enter the FCCH through the side yard gate.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed required postings for a FCCH and documents to be placed in personnel and children's files. LPA reminded that emergency/disaster drills shall be conducted every six months and to continue updating the facility roster (LIC9040) for enrolled children. LPA additionally reminded to continue infant nap log documentation until two years of age and to complete the Individual Infant Sleep Plan (LIC9227) for infants 12 months and under.

If a child were to become sick at the FCCH, Hortencia states that she can use room #2 for isolation purposes or bring the children outside until the parents/authorized representatives can pick up the child. LPA advised equipping the isolation space with a cot/mat and consider closeness to the bathroom depending on the symptoms of the sick child. For discipline strategies, Hortencia states that she will use redirection and modeling with the children.

Supervision of children was discussed and the Licensee understands that she must be home at least 80% of the hours the FCCH is open and ensure that children are supervised. The Licensee states that she does not plan to transport any day care children. LPA reminded that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the Licensee, Hortencia Anaya.

LPA advised that a license for the new FCCH location will be issued following manager review/approval and submission of the following corrections:
-Photos of napping equipment, fully equipped room #2, and outside area of FCCH
