Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced complaint investigation. LPA met with Director Alejandrina Perez and explained the reason for the inspection. Present during today's inspection were 37 children and at least eight (8) staff.

During today's inspection, LPA toured in the inside of the facility. The temperature on the carbon monoxide detector in Classroom C was reading at 62 degrees Fahrenheit. LPA's thermometer was reading 64.4 degrees Fahrenheit. The temperature in Classroom B was reading 61 degrees

Fahrenheit on their carbon monoxide detector. LPA interviewed Director. Director stated that the heater has not been working for about three weeks. There were no space heaters installed in the rooms. LPA conducted a phone interview with Licensee Toby Salciccia during today's inspection. He stated that they will purchase space heaters and have it installed in the rooms. LPA reminded Licensee and Director to ensure that space heaters are inaccessible to children. Licensee also stated that he has put in an order to replace the HVAC unit, but there was a delay in shipment. He stated that installation will start on 12/19/2022. As a result of this investigation, the allegation listed on the 9099 dated 12/14/2022 page 1 is found to be SUBSTANTIATED, meaning the preponderance of the evidence standard has been met.

A work order regarding replacing the HVAC unit will be emailed to Licensing.

Facility will be closed from 12/19/2022 to 01/02/2022.

LPA discussed with the Director and Licensee that the temperature maintain should be between 68 degrees Fahrenheit to 85 degrees Fahrenheit.

As a result of this inspection, a Type B citation was issued. Exit interview conducted and report was reviewed with Director Alejandrina Perez. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Based on observation, Room C had a reading of 62 degrees Fahrenheit on their carbon monoxide detector and Room B had a reading of 61 degree Fahrenheit. This poses a potential health and safety risk to children in care.
