13 | Licensing Program Analyst (LPA) Pedro Gutierrez conducted an unannounced complaint investigation to deliver complaint findings. LPA met with the Director, Caitlin Clancy and informed her of the purpose of the visit. The Department received a complaint alleging that staff yell at children in care. As part of the investigation, LPA toured the indoor and outdoor areas of the facility, conducted interviews, observation, and obtained relevant documents. Present were director, eight staff, and 25 daycare children.
Information obtained during the investigation reflected varying accounts. Based on information obtained, it is reported that the teacher (S1) occasionally raises her voice to gain children’s attention or redirect behavior, typically outdoors or during transitions. Other individuals stated they have not observed yelling or inappropriate tone. No information was obtained indicating that children cried, appeared fearful, or demonstrated negative emotional impact following interactions with teacher (S1). During LPA’s observation, children were engaged, calm, and no yelling or inappropriate interactions were observed. |
