A pre licensing inspection was conducted today at 12:33 pm by Licensing Program Analyst (LPA), Wisehart. LPA met with applicant Colleen Dugan. The applicant is requesting a license for 24 preschool age children, however, the indoor space measured for a capacity of 21. The facility is a Title 5 Center operated by Butte County Office of Education on the Paradise Ridge Elementary school ground and will operate Monday-Friday, 8 am to 11 pm and 12 pm to 3 pm. The facility has 1 classroom and 1 bathroom provided in the classroom and use of a shared bathroom with elementary school and a waiver is pending.

The indoor and outdoor activity spaces were toured, and the facility sketch was verified. There is no off limits to the classroom. Center provides breakfast in AM session and snack in PM section. The program is 1/2 day so no napping is scheduled. The isolation area for sick children will be located in the quiet corner and a mat is available.

The outdoor play area is fully fenced. There are swings/slide; sandbox and climbing structures for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The poisons are locked in janitor's closest. There is safe and age appropriate furniture, toys, and play equipment available for children.

A capacity worksheet was completed during the visit. There is enough indoor space for 21 children and outdoor space for 247 children. There is one toilet(s) and 2 sinks available for children in the classroom and a shared bathroom waiver is pending to use a school bathroom which has 3 sinks and 4 toilet(s). Based on the above, the maximum capacity of the facility would be 21.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
