On 3/9/26 at 2:00pm, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection and met with licensee E. Gibson-Cassidy. It was alleged that licensee E. Gibson-Cassidy provided care in violation of Department restrictions between 10/17/25 - 12/24/25.

A temporary suspension order (TSO) was served on 10/17/25 prohibiting the licensee from providing care for multiple unrelated families at one time. On 12/19/25, LPAs Laird and Sims observed the licensee providing care for one unrelated child.

The licensee was interviewed on 12/19/25 at 9:35am and denied the allegation. The Licensee stated that she was not providing care for more than one family at a time but stated she provided care for multiple families at different times of the day. The licensee stated she did not overlap between families that she provided care for.

LPA Cunningham reviewed the facility’s attendance records and observed that the licensee documented attendance for multiple children across a 24-hour period. Records reflect several instances where children were signed in and out within minutes of each other; however, LPA identified only one instance of an overlap in attendance, lasting approximately three minutes on 11/21/25.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the licensee E. Gibson-Cassidy. Licensee Rights (LIC9058) were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
