13 | On 8/18/2023, at 8:30 AM, a closing complaint investigation visit was made to the facility by Licensing Program Analyst (LPA) Cunningham. It has been alleged that staff yell at daycare children and staff are not assisting daycare children with going to the bathroom. On 5/17/2023, LPAs Cunningham and Gifford conducted interviews with the director and three staff (Adult 2, 3, and 6). Four parents (P3, P4, P6, and P7) were interviewed on 8/16/23 and 8/17/23. Interviews revealed that multiple individuals have heard staff raise their voice while speaking with children in care. Interviews also revealed that children have not received assistance with toileting when needed. No children interviews were conducted due to some children were not verbal, too young to interview, not available, or did not qualify to be interviewed.
Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.
Exit interview conducted and report was reviewed with the facility representative. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. |
