13 | On 2/25/26 at 11:10am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection and met with licensee Stephanie Mattice. It was alleged the licensee did not ensure children’s personal rights were met; specifically, a child (C1) observed an adult in the home (A1) engaged in inappropriate sexual relations with another adult in the home (A2).
The licensee was interviewed on 9/19/25 at 2:00pm and stated she had no knowledge of a time when a child’s personal rights were violated. Licensee S. Mattice stated they had family stuff going on but kept daycare matters and family matters separate.
C1 was interviewed by another agency, and a copy of that interview was obtained on 10/7/25. C1 denied witnessing or knowing about sexual interactions between A1 and A2.
Special Investigator Austin Blatnick of the Community Care Licensing Division, Investigations Bureau interviewed A1 on 2/11/26. A1 denied the allegation and stated that nothing has ever happened with A2.
