On 12/12/25 at 8:35am, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection, and met with licensee Jennifer Vincent. It was alleged that Facility is malodorous, specifically that the facility has an unpleasant odor after a pipe burst and flooded part of the facility.

The Licensee was interviewed on 9/11/25 at 11:05am and Licensee denied the allegations stating that the facility did flood on Saturday August 30th, 2025 and temporarily had a mild odor to the facility but that the Licensee had a water remediation company come and clean up the water and dry out the facility. Licensee stated that the water remediation team deodorized the facility, the Licensee also shampooed the carpet, sanitized, opened the windows, and that the odor was gone after a few days and that the odor did not affect the children in care.

Five staff (S1 – S5) were interviewed on 09/11/25 and 09/15/25 Staff S1 – S4 had knowledge of the allegation tsating that although there was an odor in the facility following the flood that the odor was manageable, only temporary, and did not impact the children in care. Staff S5 had knowledge of the allegation stating that the odor was not manageable and very pungent. S5 stated that the odor caused the staff to have headaches but could not determine if the children were affected in a negative way.

Four parents (P1 – P4) were interviewed on 12/09/25 and had no knowledge of the allegation stating that when in the facility they did not notice any bad odors. P1 – P4 stated that their children did not complain of any bad odor or have any symptoms from bad odors.

On 09/11/25 the facility was toured and the LPA Sims did not observe the facility to have a bad odor.
On 09/11/25 photos of the remediation services and documentation were reviewed showing that the Licensee handled the effects of the flood immediately after the incident occurred.

During the investigation an observation was made at the facility on 9/11/25 by LPA Sims and a malodors odor was not identified. Documentation and record reviews were obtained and showed there was a flood at the facility, but the director made appropriate measures to rectify the issue immediately. Interviews with parties involved provided conflicting information regarding a malodors smell being present at the facility.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the licensee Jennifer Vincent. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
