On 07/24/25 at 12:11 pm, Licensing Program Analyst (LPA) Sydney Sims conducted an unannounced complaint inspection, and met with Director Niki Bull . It was alleged that Unqualified staff providing supervision, specifically that aides are being left alone with infants.

LPA Sims interviewed Director Niki Bull on 06/06/25 at 7:38am and Director denied the allegation stating that aides are not left alone with children and that all teachers are fully qualified.

Four (S1 – S4) staff were interviewed on 07/03/25, and 07/24/25 and S1 – S3 denied the allegation stating that aides have never been left alone with children in care and that aides are always staffed with a teacher in the classroom. S4 confirmed the allegation stating that S4 has observed aides left alone in the classroom with other aides and no teachers present.

During today’s inspection, the facility was toured and LPA observed 9 children in care.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.


Exit interview conducted and report was reviewed with the Director Niki Bull. Appeal rights were provided.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting
requirements shall result in an immediate civil penalty of $100.
