On June 14 at 1:00pm, Licensing Program Analyst (LPA) N. Cunningham conducted an unannounced complaint inspection, and met with licensee, Angel-Schmitz. It was alleged that provider hits day care children while in care and the provider locked day care child in garage.

The licensee was interviewed on March 17, 2023 at 2:00pm and denied the allegations. Four witnesses were interviewed during the investigation (3/3/23 – 6/7/23). Interviews revealed the provider hits daycare children and daycare children were locked in the garage. The allegations were also corroborated by reports from multiple agencies.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, (Title 22), are being cited on the attached LIC 9099D.

LPA Cunningham informed licensee to provide a copy of this licensing report dated 6/14/2023 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
