25 | Licensing Program Analyst (LPA) N. Cunningham conducted a case management inspection regarding an incident that was reported to the Department by another agency. LPA met with Licensee Angel-Schmitz, toured the facility, obtained facility documents, conducted observation of the licensee supervision of children, and conducted interviews. During today's inspection, the licensee was providing care to 3 children.
It was alleged that the licensee, a former foster parent, used inappropriate discipline; specifically, the licensee hit, beat, screamed, and flipped off Child 1. File review indicates that the licensee was cited for emotional abuse of Child 2 which allegedly occurred around the same time that Child 1 reported inappropriate discipline.
LPA was unable to contact Child 1 and Child 2. At 11:00am, LPA interviewed Child 5. Child 5 did not disclose any information that the licensee used inappropriate discipline. LPA was unable to interview Child 3, 4 or 6 due to some children were not verbal, too young to interview, or did not qualify to be interviewed.
Based on LPA's observations, review of facility documents, and witness statements, LPA was unable to corroborate that the licensee used inappropriate discipline with Child 1. This report was discussed with Licensee Angel-Schmitz. All licensing reports are public information and must be made available upon request for three years.
Notice of Site Visit shall be posted for 30 days from today's visit.
There were no Title 22 deficiencies cited during today's inspection. |
