On 8/20/25 at 9:30am, Licensing Program Analyst (LPA) Nicolette Cunningham met with Aubree Mattice at 5046 Rhonda Rd, Anderson, CA to provide the findings of the complaint investigation. It was alleged that a household member’s (the licensee’s husband, referred to in this report as A1) conduct posed a safety risk to children in care, weapons were accessible to children in care, and drugs were accessible to children in care.

Community Care Licensing Division Investigations Branch Investigator, Brianna Abeyta investigated the allegations. Investigator Abeyta interviewed Aubree Mattice on 7/22/25 and she stated she had no knowledge of A1’s inappropriate actions or that the safe was left unlocked. During the investigation, daycare children and parents were interviewed. There was no evidence found that any of the daycare children were victimized by A1.

A copy of the Shasta County Sheriff Office (SCSO) report was received on 7/1/25. It was found that on 5/30/2025 at approximately 1:09pm, A1 was arrested by SCSO for PC 288.3 disturbing, sending, or exhibiting harmful material and PC 288.4(a) arranging to meet with a minor for lewd purposes. SCSO

conducted a search of the licensee’s home while ten children (C1-C8 and C11-C12) were in care. During the search, they observed the door from the living room to the garage had a plastic doorknob cover but was unlocked. One child (C11) demonstrated how they could open the door and access the garage, and confirmed they had been in the garage on multiple occasions. In the garage, officers observed an unlocked gun safe with marijuana, paraphernalia used for smoking marijuana, and 4 loaded guns.

During a previous inspection of the home on 6/5/25, Regional Manager Monath and LPA Cunningham toured the facility and photographed the safe in the garage.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegations are found to be substantiated. California Code of Regulations, (Title 22), are being cited on the attached LIC 9099D.

Exit interview conducted and report was reviewed with Aubree Mattice. Appeal rights were provided.
