On 12/3/24 at 8:46am, Licensing Program Analyst (LPA) Bianca Mendez conducted an unannounced complaint inspection, and met with facility representative Crystal Connor. It was alleged that staff left child in soiled diapers for extended period of time, furniture in classroom poses a hazard to children and staff do not ensure children are not disturbed while napping.

Facility representative was interviewed on 9/17/24 at 9:49am and denied the following allegations and stated that children's diapers are changed every hour and staff document diaper changes on the infant daily log per request of the parent. Facility representative stated that furniture in classroom are all bolted and fastened to walls and are secure for the safety of children. Facility representative stated that staff ensure that children are not disturbed while napping, stating that the children who may not nap will go out for a walk with staff if they have enough staff to support their classroom.

LPA interviewed staff (S1-S2) on 9/17/24. 2 of 2 staff stated that they are changing children’s diapers. S1 stated they check on children’s diapers every hour and will note if it is dry and they check on children when they arrive to the facility and before they leave the facility. S2 stated that they change diapers when they are wet, and when they smell poop. They change diapers before snack and right before lunch. 2 of 2 staff stated they are documenting diaper logs for parents. 2 of 2 staff stated that the furniture in the classroom is properly secured. 2 of 2 staff stated they did not witness any furniture fall on any of the children. 2 of 2 staff stated that they do ensure that children are not disturbed while napping.

LPA interviewed parents (P1-P7) on 9/16/24, 11/20/24 and 11/21/24. 2 of 7 parents stated yes, they had picked up their child in a soiled diaper. 1 of 7 parents observed that the furniture in the classroom is not properly secure. 2 of 7 parents stated no, staff do not ensure that children are not disturbed while napping.

During today’s inspection, the facility was toured. LPA observed 9 children in care.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.
