LPA met with facility representative Brandy Groves. The applicant/licensee is requesting a license to add toddlers & combine existing preschool 455408185 SCOE - EARLY EDUCATION AND ASSESSMENT CENTER into a single license. There was an approved fire clearance on 10/1/24 however it does not match with the capacity and rooms being requested today. The fire clearance was reordered on 10/14/24. The facility is requesting 20 preschool age 2-5, 7 toddlers, age 18-36 months and 14 infant, age 6 weeks-24 months children for a total of 41 children. The building also houses the (SCOE) Shasta County of Education) administration offices. The facility will operate Monday-Friday, 7:45 am to 4:15 pm in rooms #140, 141, 143,146 & 128 and 2 childrens rest room with a separate adult bathroom. The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: the kitchen has been made inaccessible by means of a badge door lock. There is a full industrial to store/prepare meals. There is a nap room in # 128 & #141 for infants to sleep with 12 cribs, porta-cribs available. Older children will nap on mats in the classrooms. The isolation area for sick children will be located in an office. The changing table is located on the counter next to the sink. The outdoor play areas are fully fenced. There is a small climbing structure in the preschool yard for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The poisons are locked in the janitor’s closet. There is safe and age appropriate furniture, toys, and play equipment available for children.

A capacity worksheet was completed during the visit. Infants will be in room #128 & 141 with a square footage of 540 ft, there are no toilets. Toddlers will be in room #141 with a square footage of 260 ft with 2 toilets. Preschool will be in room # 146 with a square footage of 1052 ft. Room #141 is divided and shared between infants and toddlers.
Infant play yard measures at square footage of 680ft, Toddler play yard measures at square footage of 689 ft & Preschool yard measures at square footage of 2048 ft. There is enough indoor space for the requested capacity. There is enough outdoor space for the requested capacity of toddler and preschool, however the infant yard does not have enough square footage for the requested capacity, so a waiver is required.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed the facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Brandy Groves was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the facility representative Brandy Groves.
