On 5/15/25 at 10:35am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection, and met with licensee Brynna Meyer–Palmer. It was alleged that the licensee inappropriately disciplined a child in care, specifically the licensee grabbed them and forced them to sit in time-out. It was also alleged that an adult at the daycare made inappropriate comments to a day care child, specifically an adult stated they were going to kick a child out of the facility. Lastly, it was alleged that an adult at the daycare did not treat a daycare child with dignity and respect.

The licensee was interviewed on 3/11/25 at 1:30pm and denied the allegation, and stated that when a child gets in trouble, they ask them to sit down. The licensee also stated that she has not heard an adult make inappropriate comments or treat a child inappropriately.

One child (C1) was interviewed on 3/27 and stated an adult recorded them at the facility when they were upset because they didn’t want to participate in an activity. C1 also stated a staff member stated they were “going to get kicked out.” LPA was unable to conduct additional interviews with children due to some children were not verbal, too young to interview, not available, or did not qualify to be interviewed.

One staff member was interviewed on 3/27/25 and denied the allegations. The staff member stated they take videos of children if there is a need to address a situation with a parent. The staff member also stated when a child is in trouble, they will verbally direct them to take a time-out but the do not force them to sit down.

Three parents were interviewed on 5/13/25 and did not provide corroborating information. Three out of three parents stated they do not observe a lot because they are at the facility for a short period of time.

During today’s inspection, the facility was toured and LPA observed one child eating in a highchair.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated.



Exit interview conducted and report was reviewed with the licensee Brynna Meyer-Palmer. Licensee rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
