On 7/1/25 at 11:10am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection, and met with licensee Aliza Kincade. It was alleged the licensee operated over capacity; specifically, on multiple occasions the licensee provided care for a large group of children. It was also reported that the licensee allowed children to unsafe equipment; specifically, children were observed jumping on a large trampoline without a safety net and a baby bouncer was observed in a photo. Lastly, it was reported that the home is not clean; specifically, dirty dishes are left in the sink and food is left out.

Licensee Aliza Kincade was interviewed on 4/23/25 at 3:30pm and denied the allegations and stated that she refers to the capacity worksheet to ensure she operates within capacity. Licensee Aliza Kincade also stated daycare children do not use the trampoline and that dishes are placed in the sink and washed as soon as possible. On 4/23/25, LPA observed the licensee operating within licensed capacity. LPA photographed the kitchen which had water bottles and a frying pan in the sink. LPA did not observe spoiled food on the counter or food in the sink.

One staff (S1) was interviewed on 4/23/25 and stated they always check the capacity worksheet to make sure they are operating within regulation. S1 also added they clean the kitchen after meals but sometimes dishes sit in the sink for a bit. S1 stated they do not allow children to use the trampoline during daycare hours and do not allow children to use the bouncer during daycare hours.

Three children were interviewed on 4/23/25. All the children stated they play with toys in the back yard. The three children did not disclose details the licensee operated over capacity or details that the home is unsanitary.

Three parents were interviewed on 6/18/25 and 6/19/25. Three parents reported they do not count children at the facility but they have not been concerned with the number of children the licensee was supervising. Two parents reported children do not bounce on the trampoline. One parent reported observing children jump on the trampoline. Two parents reported the facility is cluttered but is sanitary. One parent reported an item that was not sanitary but stated children were not close to the unsanitary item.

During today’s inspection, LPA observed the licensee operating within licensed capacity. LPA did not observe children jumping on the trampoline or sitting in a bouncer. LPA did not observe spoiled food or hazards in the kitchen.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with licensee C. Kincade. Appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
