CD denied the allegations relating to staff handling a child in a rough manner, hitting a child, and according to AD’s statement, the roster reflects which teacher(s) is/are permitted and which staff may be left alone with a child. CD described that the playground and classroom arrangement was designed with supervision in mind, and furthermore, CD and AD took turns to visit all the classrooms daily. S1-S6 denied handling and/or witnessing any staff hit and/or handle a child in a rough manner. Based on S1 & S2’s accounts, no one was left alone with C1 on 01/30/26, while S3-S6 expressed that only permitted teachers could be left alone with children, and in addition; S2 recalled C1 was riding a bike for approximately 5-10 minutes prior to parent pick up. P2 respectfully noted that C1 seemed upset during the drive home and when C1 arrived home and at which time; P1 and A1 saw a visible mark which resembled an imprint of a hand on the back of C1’s upper thigh, as if someone had hit C1. Furthermore, P3 and P6 said staff notified them of child injuries. The statements provided by C2-C4 did not report any concerns, and the children confirmed they felt safe.
CD, S1-S3 and S5-S6 validated that 6 children at a time were supervised in the sandbox, and AD claimed that sand in a diaper is something that occurs for any number of reasons; with one potential reason being that a parent may pick up their child early and the staff may not have time to change the diaper. S3 claimed that staff ask and remind children not to throw or put sand on their friends, but it does happen sometimes. Lastly, P1 and P2 asserted there was only one incident involving sand in her child’s diaper. P3 had no concerns about diaper changes; and P6 noted that sand easily gets everywhere and had no concern with the sand.
Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred and therefore is determined to be unsubstantiated.
There were no Title 22 deficiencies cited.
