25 | A required inspection was made to the facility by Licensing Program Analysts (LPA), Glenn Ouye. LPA met with Licensee, Carmen Williams. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are currently three adults living in the home.
During the inspection the home was toured inside and outside. The licensee and assistant were supervising five children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are Monday through Sunday, 12:00 AM – 11:59 PM. The floor plan submitted by the licensee was reviewed and verified. The children will have access to the main daycare playroom, the living room, the den, the kitchen and downstairs bathroom. The off-limits area of the home is the second floor, the downstairs office and the garage. The home is very clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. The licensee’s pediatric CPR and First Aid certifications were reviewed and expires September 8, 2026. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be inaccessible to the children. Licensee stated there are no firearms on the premises and none were observed during the inspection. Licensee states that poison stored and secured with a combination lock. The regulation that poisons are to be locked using a key or combination lock was reviewed. LPA observed a working smoke detector, carbon monoxide detector and two fire extinguishers, rated at least 2A10BC, in the home. The roster of children in care was reviewed and was current. The licensee has conducted an emergency drill each month; the last drill was documented on December 15, 2024. The home's backyard is fully fenced and used for outdoor childcare activities. There are two outdoor areas in the backyard. One for older and another section for younger children.
