On 05/05/25 Licensing Program Analyst (LPA) Cindy Castro, made a subsequent complaint investigation inspection, for the purpose of delivering complaint findings and met with Licensee, Gloria Linnear. It has been alleged that licensee does not maintain a sanitary facility and that the facility smells malodorous.

Inspections were previously conducted on 05/28/25 to initiate and conduct the investigation. Based on observations made by LPAs C. Castro and E. Hernandez-Torres on 05/28/25, the LPAs observed the playroom carpet smelling of urine, which substantiated the allegation of the facility smelling malodourous. LPAs also observed a pet training pad in the corner of the playroom and pet feces in the playroom carpet area where training pad was located. This is an area that is on limits and accessible to the daycare children. This presents a health and safety hazard to the children in care. Furthermore, licensee stated that sometimes at night her two puppies have access to the playroom when kids are not present. Licensee stated that she typically cleans and sanitizes the play room before children arrive, however licensee reported that she woke up late on 05/28/25 and she was unable to clean and sanitize before the arrival of the children.

A follow up inspection was conducted by LPAs C. Castro and E. Hernandez-Torres on 06/25/25 to address Plan of Correction for citations cited on 05/28/25 regarding Title 22 regulations 102417(b) The home shall be kept clean and orderly, with heating and ventilation for safety and comfort. Licensee faxed the department a copy of the receipt of carpet in the playroom professionally cleaned on 06/17/25. This deficiency was cleared and no further observations were made regarding the facility’s sanitary conditions at the time.

Based on information obtained from interviews and the licensee’s own admission, the preponderance of evidence standard has been met; therefore, the above allegations are found to be substantiated. California Code of Regulations, Title 22, was cited on the LIC 809-D issued during the Department’s visit on 05/28/25. Appeal rights were provided. An exit interview was conducted, and this report was read and discussed with the licensee, Gloria Linnear. The Notice of Site Visit shall be posted for 30 days.
