A subsequent complaint-investigation visit was made today by Licensing Program Analyst (LPA) Robert Maciel for the purpose of delivering findings for the above allegations and met with Director, Marilyn Anicete (D1) . It has been alleged that staff do not ensure that child’s bedding does not come into contact with other children’s bedding, staff do not prevent children from having inappropriate interactions with one another, staff did not report incident to authorized representative, staff do not keep the facility free of insects, and staff do not allow parents to enter and inspect the daycare.

During today's visit, LPA observed 37 children in care. During the course of the investigation, LPA interviewed staff (D1, S1 - S6), adults (RP, A1, A2, P1, P2, P5, and P6), and children (C2-C6) between 12/18/25 to 3/19/26. During interviews with staff and parents, all staff stated that children's bedding is stored on their cots when not in use and does not come into contact with other bedding, bedding is taken home by parents to wash the last day of the week that the child attends, and that the facility has not had any issues with insects in the facility. Continued on LIC9099-C.

All parents interviewed stated that their children have not had any bug bites from the facility. During visits to the facility on 12/18/25 and 3/10/26, LPA observed that the cots used for napping were stored with the bedding on the cot and no bedding was observed touching other bedding.
During interview with staff and parents, D1 stated that staff will notify parents of incidents involving their children as well as record the incident onto a facility form. All parents interviewed stated that there haven't been any incidents involving their children they weren't notified of by staff. Interviews with C2-C6 did not corroborate the allegation of staff not preventing inappropriate interactions between children. During interviews with staff, D1 stated that she is unaware of any incident in which children interacted with each other inappropriately due to staff not preventing it and whenever children are observed interacting in an inappropriate way, they are always told to keep their hands to themselves.
During interviews with staff and parents, D1 stated that during the Covid pandemic, the facility did not allow parents to enter to prevent the spread of Covid but now, while parents don't usually enter the facility outside of pick up and drop off, they are allowed to enter the facility and do so usually for events like their children's birthday parties. None of the parents interviewed stated that they had ever been prevented from entering the facility by staff.

Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, and the findings are unsubstantiated. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days.
