Licensing Program Analyst (LPA) Martinez conducted an unannounced complaint visit and met with Director Lisa Erlandsson-Ward. It was alleged the facility is not following guidelines for facial coverings specifically in the preschool room. LPA Martinez entered the facility at 9:40am and observed the Director and one staff wearing a mask. Upon entering LPA Martinez advised the Director of the complaint and asked for the protocol for children in the daycare. The Director walked me to the preschool room where it was observed one staff (S1) was wearing a mask but inappropriately below her chin. S1 did place the mask on correctly shortly after. LPA looked into the room and observed 13 children playing in the classroom and not wearing masks. LPA reviewed a sign posted for the 3 year old and 4 year old classroom stating maks were recommended to be worn in the classroom. LPA Martinez discussed and reviewed the mask requirement from the Department with the Director who stated masks are worn by staff and parents during their time in the facility. The Director stated temperature checks are still conducted by staff for each child. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated.

The Director plans to discuss with parents and staff the requirement for the mask for children over that age of 2. The Director also will send in documentation that staff were advised regarding the mask requirements which include reminding children to wear the mask in a correct fashion. This shall be send to the department no later than 9/8/2.
