32 | A2 corroborated A1’s statement on discipline adding, A2 tells the children to sit down and relax when they need a break. A2 reported they didn’t see any incident of A1 grabbing a child’s hood, but did recall children talking about spiders one day during lunch, although A2 never saw the spiders the children were talking about.
Most guardians corroborated the day care disciplines children by putting the children on time out. Some guardians reported their children are placed on time out if they have taken a toy away from other children. Some guardians reported A1 has a stern voice, and has the ability to command the room of children so time outs might not be necessary. Another guardian corroborated the statement, adding the day-care has rules and the children listen and follow the rules. Another guardian added their child was put on time out outside, and was spoken to by A1. Some guardians reported their children had been hurt at the day care as a result of other children hurting them not the licensee or staff. A guardian reported their child had told them A1 had pulled their hood as result of being disruptive during quiet time.
Children interviews revealed, the day-care disciplines children by placing them on time out, if the children hurt others, or take toys away, or are hitting other children or are not listening. Children reported A1 and A2 put kids in time out, by telling them to go to time out, or by grabbing them by the arm and walking the child to time out. Some children reported the adults in the day care will shout “eh hm, zip your mouth, be quiet, and sit down” and that means the children are in trouble. One child reported they were put on time out for making noises with their mouth, when A1 grabbed them by the hood and put them on time out, outside of the day care room. Most children reported they get hurt when other friends hit them, or when they fall and scrape their knee while playing outside.
Based on interviews conducted and records reviewed, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred, therefore the allegation is Unsubstantiated. This report was reviewed and discussed with the facility representative A1, She was provided with a copy of this CIR; and Appeal Rights.
