On 1/8/2026 at 11:50am, Licensing Program Analysts (LPA) Emily Curiel and Tammy Dutra conducted an unannounced complaint inspection and met with director Vicki Timms. It was alleged that children are left unsupervised in the classroom during diaper changes and injuries are not being reported to parents.

The Director Vicki Timms was interviewed on 10/7/25 at 12:01 pm and denied the allegations. Timms stated that the facility is always running within ratio requirements and that they have no knowledge of children being left unsupervised. Timms stated when children are injured parents are notified. Incident reports are signed by parents, staff and the director. Vicki Timms was interviewed on 1/8/26 regarding an allegation that came up during the complaint investigation. In response to the allegation that the director told a staff not to disclose an injury to a parent, Timms stated they have never told a member of staff to not report an injury to parents and that all injuries are reported to parents.

Six staff (S1-S6) were interviewed on 10/7/25 and 12/17/25. S6 stated that children are always supervised and there has never been a time where they have been alone in the classroom while a child needed a diaper change. S1 stated that they would be able to get support if they were going to be out of ratio. S4 stated that if they needed help in their classroom, they could call Vicki to support them. Two staff (S2 and S5) stated that one teacher is the only teacher in their class in the afternoon. S2 and S5 stated that one teacher sometimes does not have coverage in the classroom and will change diapers while children are unsupervised. S1 stated that after a child is injured, the child is assisted and then a report is written up and parents are notified. S3 stated they wrote up incident reports when children are injured. One staff stated they were told not to disclose an injury to a parent. S4 and S5 stated they will send a message to a child's parent after a child is injured or hurt.

Three children (C1-C3) were interviewed on 12/17/25. One child (C1) stated they only have one teacher in their class and that teacher changes diapers in the bathroom and in the classroom. C1 stated they are with their friends while their teacher changes diapers.

Six parents (P1-P6) were interviewed on 12/30/25 and 1/7/26. P1, P2, P4, P5 and P6 stated that they have not witnessed children being left unsupervised. P3 stated that they have witnessed children having their diaper changed while other children in the class were unsupervised. No parent interview stated that they were not made aware verbally or by incident report when their children have been injured while in care. P6 stated that their child has never returned from the facility with unexplained injuries.

Based on the evidence reviewed the findings are unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred. Appeal rights were provided and exit interview conducted.


The Notice of Site Visit must be posted for 30 days.
