25 | An unannounced annual/random inspection was made to the facility by Licensing Program Analyst (LPA), Cindy Castro. LPA met with Licensee (L1), Debron Scott and reviewed that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the inspection the home was toured inside and outside. Fourteen children were being supervised during inspection. Facility’s operating hours are 07:00AM-05:00PM, Monday–Friday. The children will have access to the converted garage (playroom), bathroom, kitchenette, and backyard, all located on first floor. The "off limits" areas include the two bedrooms on first floor, home's second floor, deck and the outside left area used as storage, these areas were observed to be made inaccessible by door locks and child safety gates. There were no pools or other bodies of water observed on premises. There were safe toys and equipment available for children. LPA observed that a corner of the playroom had piled materials. LPA also observed that kitchenette was used as storage and discussed with L1, since these areas are accessible to children as noted on LIC999A. LPA issued a Technical Advisory (TA) and discussed with licensee methods keep the excess number of toys and materials in order. Licensee stated that she is cleaning and will be taking materials to storage. The home was at a comfortable indoor temperature. There is a working telephone in the home. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. Licensee stated that poisons are stored in a locked shed located in backyard. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. The roster of children was reviewed and current.
